From what I understand businesses are not responsible for enforcing them but law enforcement can and there are fines... I got tested before I went just to be on the safe side. Seems like more of the rapid tests are showing up anyway.
What legislation has passed that allows law enforcement to fine you?

If they trace an outbreak back to skiing I’m sure enforcement or closures will come in to play...
I’m planning on trying to use rapid test to follow the rules even if it’s just across state lines and maybe not the most effective means of mitigation... but to each their own.

I read the link above to the PA orders. We literally live 2 miles from the PA border in OH. My wife works in PA.
She can go to work (middle school counselor) and deal with all those kids each day.
We can't go to HV and ski for a day over Christmas break unless we jump thru all those testing hoops.
Hell, as I read it, we can't visit our grandkids who live 30 minutes away in PA.
These folks have lost their minds.
That's why I appreciate our governor (Hogan in Maryland). All travel to border states is exempt.
But this is also what Vermont is dealing with. Those who live just across the board in NH, NY, or CT, need to quarantine to enter the state.
While the restrictions are difficult, if people would just be smart and avoid spreader events (and yes, that means avoiding family for the holidays unless you have quarantined before and after).
I had a friend who is a teacher. She went to the carribean in August, but she allowed a full 2 weeks to quarantine when she returned to avoid any change to spread a virus if she had it (she didn't). Because there are no uniform public health controls from the federal government, the states are left to fend for themselves.

Whitetail and Liberty are both about 2 miles into PA. When going to whitetail there isn’t even a welcome to PA sign... the road just gets more narrow and lines change.
FWIW it sounds like if you get tested it’s good until you go over 24 hours without entering the state. Seems like if you got one test and drove that 2 miles everyday you would technically be in compliance without a new test. Hopefully the numbers will drop after the holidays and they can drop the rules...
rb you are correct.
I'll just pass on PA. HV seems slow to open trails based on another post.
If I have to spend extra time to get a test, I'll use that extra time to drive to Timberline in WV.
